Former Township Manager Moves to South Whitehall

Howard Kutzler, former Bethlehem Township manager, is hired for South Whitehall's number two job.

For the second time in four years, South Whitehall Township has hired away the Bethlehem Township manager to join its administration.

Township Commissioners President Christina Tori Morgan introduced Howard Kutzler, the new South Whitehall director of administration, to the public during Wednesday’s commissioners meeting.

Kutzler, who lives in Bethlehem Township, takes over for Tony M. Ganguzza, who is moving over to a part-time role working primarily with the township water and sewer authorities, said Township Manager Jon A. Hammer.

Hammer and Kutzler worked together in Bethlehem Township for several years while Hammer was township manager and Kutzler was planning director and later assistant manager.

Kutzler was promoted to Bethlehem Township manager in 2010 after Hammer left to become township manager in South Whitehall.

Kutzler, who had worked for Bethlehem Township since 1999, announced his resignation in October and officially left that job on Friday. On Monday, he started working in South Whitehall. His salary is $99,000 a year.
