Police: Allentown Man Grabbed Butts at Musikfest

Bethlehem police spotted drunk man groping women at Broad and Main during 2011 festival, but he faces charges from incident now.

An Allentown man has been charged – almost a year later -- with grabbing the buttocks of women he did not know during last year’s Musikfest in Bethlehem.

Court records say Rafael Santiago-Lozada, 30, did the grabbing around 11pm Aug. 9, 2011 -- a Tuesday -- at Main and Broad streets. He was with a group of males. A police officer saw the grabbing and told Santiago-Lozada to leave, but he refused and argued with the officer, the records say.

Santiago-Lozada was also drunk, according to the charges. His blood-alcohol level was 0.157 percent. The legal limit is 0.08.

The records say Santiago-Lozada was arrested that night, but there is no explanation why he was not charged until now. The records also do not mention that the incident occurred during Musikfest.

The suspect, of 627 N. Fourth St., was charged with failure to disperse, disorderly conduct and public drunkenness. He was arraigned early Monday by on-duty District Judge Jackie Taschner of Palmer Township and released on $2,500 unsecured bail.
