According to court records, Sands security found a bag of white powder on the casino floor around 12:24 a.m. Wednesday. When reviewing surveillance footage, they saw a man -- later identified as Rios -- drop the bag about 40 minutes earlier.

Police tracked Rios down inside the casino, and discovered he had a bag with six additional baggies of cocaine. He told them it was for his personal use, "and has currently been up for over a week," police said.
