City Man Charged with Allowing Child Sexual Abuse

He allowed 12-year-old to commit acts on two younger children, 9 and 3, police say.

A 32-year-old Bethlehem man was arrested today and charged with three counts of endangering the welfare of children following an investigation by city police and the Northampton County Children & Youth agency.

Angel Luis Ortiz of 2545 North Court is accused of allowing a 12-year-old juvenile to commit sexual acts on two other children, aged 9 and 3, according to a news release issued today by city police.

According to the release, Ortiz allegedly caught the 12-year-old and did nothing about it at the time “by failing his duty as a parent and/or guardian to act, care, protect the 3 year old and 9 year old.”

Both of the younger children were placed “in danger of serious bodily injury,” the release says.

Ortiz was arraigned before District Justice James Narlesky on the endangering children counts as well as three more counts of recklessly endangering another person. He was committed to Northampton County Prison in lieu of $25,000 bail, police said.
